A 444-apartment residential tower in Jersey City has topped out, marking a construction milestone for a project that is expected to be completed in 2028.
The Lucy, at 619 Grove St., is being developed by SJP Properties, Claremont Development and Battery Global Advisors, with equity partner PCCP. The project includes a 24-story tower and restoration of portions of the former St. Lucy’s Roman Catholic Church, rectory and school.
“With the building now topped out, we are one step closer to opening the doors,” said Steven J. Pozycki, founder and CEO of SJP Properties. “This development seamlessly blends luxury living with the character of St. Lucy’s historic structure.”
The building is planned to include 431 market-rate residences. The release does not specify the intended use or affordability of the remaining 13 apartments in the 444-unit total.
Plans call for indoor amenities including a fitness center, coworking and conference rooms, lounges, a media and game room, and a dog grooming room. Outdoor spaces are to include a rooftop pool, sky lounge and sundeck. Other planned features include a bell-tower speakeasy, hydroponic garden, coffee bar, grab-and-go market, bicycle storage and shuttle service to the PATH.
The development team says preservation work began in September 2025. The project retains and restores portions of the original site, which closed in 1985. Stained-glass windows are being incorporated into the lobby, and the church doors are to remain the main entrance. The iron fence, tower bell and facades of two historic walls also are being preserved.
Michael Graves Architecture designed the building, with interiors by Mary Cook Associates. KL Masters Construction Company is leading construction.
PCCP Vice President PJ Finley said the partnership aims to deliver new rental housing while honoring the church’s architecture and neighborhood history. Claremont Development Partner Richard Sciaretta said preserving the historic structure was a priority for the development team.
The project’s expected completion date is 2028.
